I successfully went through both options 1 after following the instructions for adding the group policy options and 2, but with no luck.

The speed tests are showing download speeds around Mbps and uploads in the Mbps range. This problem seems to have started a couple of days ago after installing the most recent Windows OS update. Any other suggestions? We have NorthState for Internet service and the guy came out this morning to make sure there was no problem on their end.
