I turned out to be permissions issue on the temporary folder used by Outlook for storing temp files such as images, docs, etc. Don’t know why he didn’t have them to begin with.

I have a same problem – did the fixes before and it worked.. I dont understand. Installed Foxit, set Foxit to handle the previewing for Outlook. Went into a local pdf file that Foxit set itself as the default handler to open, right-clicked, changed the previewer for this and all other pdf files to Acrobat 9.
